Hello,
I have studied your case and It is good that you are planning to start walking programme. As such there is no fixed criteria about heart rate and you are safe till it is below 90 per minute. I have following suggestions for you.
1.Use treadmill as walking on road or track can some time increase pain in knee joint and arthritis.
2. Do not do jogging or brisk walking. You speed should be like normal walking. When you walk fast it causes rapid breathing and fatigue that is not desirable.
3.If you want to go in part then it should be either on grass or on jogging track.
If you feel during walking that your heart rate is going above 90 then you need to take rest.
