VITROS ECi being a third generation test, has a window period of 21-24 days and your negative test report @18 weeks, makes it conclusive about your negative status. I guess no further tests warranted.
The probability of HIV transmission through oral route including deep throat kissing is minimal, though it is not zero, because there could be many variables in this scenario, but it is very minimal for sure.

Many constraints including finances have to be taken into account for running a welfare programs like NACP(National AIDS Control Program).
What NACO does for testing ,is not done in private set ups too.. Here (NACO) three simultaneous tests are run (Antibody tests) on single blood sample and if all three tests become positive , then only a positive result is report.

Both are conclusive , as modern labs are doing even 4th Generations tests which determines both antigen and antibody but the protocol -the frequency of tests remains the same .
In Govt set up they are doing antibody tests only and so increase the sensitivity and match with newer tests (ability to pick up positive ones) they run three antibody tests with the same sample so as to increase the chances of picking up the positive samples.
By the way if somebody has already crossed the 'window period' and then does the tests ,which come negative , then there is no point for him/her to go for further tests.

4th Generation tests determine both antigen and antibody both. Antibody is common.
