I sincerely feel that at such a young age you do not need any kind of pills or surgeries.
I had a few discussion with a urologist working in my hospital. Acurbside consult from a Urologist was done here too. They agree with my advice too. and they give similar opinion. So do not worry.
You should be confident in yourself and try to do some form of exercise daily so that blood supply to the penis will also be increased. .

I meant to say some general exercises which can be Jogging,Running,walking on a treadmill etc as doing any from of exercise involves all the body parts and improves circulation.
Regarding the specific exercises if you are interested that you can do under a guidance of a trainer who can observe you in person and then guide you accordingly to your requirements.
However there is a specific exercise called Power Stretch Technique:
It involves squeezing and pulling the penis on regular basis.
Breath in deeply when you start stretching your penis, hold the stretch for a couple of seconds.
Release the stretch but maintain the grip while exhaling for two seconds.
This exercise will increase the size of the penis in both flaccid and erect state.
While performing the exercise, if you get an erection, wait till the erection subsides and then continue the exercise.
The exercise is best done in the flaccid state.
Take caution of not stretching the penis too much and pressing it too hard. Overdoing it may affect local circulation and is harmful.
Sperm count can be promoted by having healthy nutritious diet and avoiding smoking and alcohol.Taking any form of Zinc supplement daily for few months would be beneficial.

In the Winter and Fall, my groin feels less than 3 inches long and small, because of cold weather and insufficient blood flow to the groin area. A small testicles where the sperm is kept. I do plan to have babies, but I wonder if I will be able to perform sexual activity with a female with a penis like this in the Winter months. In the Winter, it feels like their is no blood circulation and hard to urinate when I want to urine, but it takes time for the urine to release.
I remember when I was only 14 years of age, I did have problems with constant masturbation. I masturbated that it caused me to hold the penis head from release the sperm. I may have caused damage somewhere in the penis area by doing this, I am not sure. I wish I never did that. I feel like that was wrong for me to do this to myself. I feel that I should have been much larger in girth-width. And bigger in length at this age especially looking at my father and family background.

I have explained to you in my previous reply- This is a 'normal phenomenon'. It is not affected by any factor as race, age, body type, past history of masturbation, etc.
The external changes in size and shape and reduced urination during cold weather is again normal. This also does not affect sexual functions. So do not worry.
The exercise / technique produces slow and gradual changes. It might take some months to notice improvement

How many times a day do you recommend that I exercise? For example, jogging and running.
I do not know if you have already answered this question above, will I notice a difference in the girth-width of the penis also within a few months, if I keep this up?
I feel that my groin area is not where it should be at my age. As you already stated above, in the Winter months, it looks like my groin area is less than 3 inches long, and very skinny. I don't think that is normal at this age. When I was younger, in my late teens and early twenties, I used to think that if people or my family notices my body parts they may react with a surprise or tease. Now, I realize that my health is very important to me.
I would like to add that I experienced another problem during the day. I felt a swell in my left bladder. Once in a while, my left testicles next to the right ball swells up to the left side of my bladder area. I'm not sure what that could be, if that needs medical attention or not. It feels like the left testicle makes it's way up to the left side of my bladder area. It causes pain and swell and it affects my stomach too. It definitely hurts and I felt that pain earlier yesterday, as it made me relax in bed after a long day. I was tossing and could not keep still in bed as I relaxed running to the bathroom. Sometimes I wonder if I need to clean my system. I don't know if that is part of the problem. It felt worse yesterday from what I ever experienced. I am leaning on my stomach running to the bathroom. The last time I had this problem, it wasn't this bad.
I began to feel this pain, not on my first attempt, but on my second attempt of performing the stretching technique on my groin area.
What would you suggest that I do about this swell to the bladder area? What can be done to make sure this never happens again? And that I have a healthy bladder?

The exercise / technique produces slow and gradual changes. It might take some months to notice improvement.
Regarding the Bladder swelling and pain it requires a careful physical examination of the area and investigations as USG scan which would help in ruling out the cause.
There might also be torsion of the testis which would require evaluation.
Since I am not observing you it is difficult to comment .
Consider visiting a Physician for evaluation.

Also, I mentioned repeatedly that sometimes when I sleep at night, I ejaculate sperm on my clothes that I wear to sleep. Ejaculation in the middle of night can be prevented by doing masturbation once in a while.
Kindly start the exercise first and then observe the changes gradually.

Masturbation is not at all related with the growth of root hair.
It is advisable to get it examined by a Physician for the above foresaid problem as it would require Physical examination to comment on it.
You might consider going to a dermatologist to get it professionally removed.
