it doesn't burn but it does itch. I don't notice any fluid . I have the rash on my thighs and my penis. It's been there 4 days now

It is not looking like herpes.
It could be either dermatitis or candidiasis which is a yeast infection.
I would recommend you to apply cortisone cream on the affected areas twice daily and take antihistaminic like tablet Cetrizine 10 mg once daily at bedtime for 7-10 days.
This should improve it.

I had a negative IGG done at 9 weeks post potential exposure too. I attached more pics
