Brief Answer:
After 6 months

Detailed Answer:

Hi,

Ideally breastfeed has enough water, so need to give extra water till 6 months. After completion of six months you can give water
Chewing biting lip is not to worry. Make sure mother gives regular breastfeeds. If baby is gaining weight and passing urine at least six to eight times per day, then no need to worry.
