Personally, I would not recommend the use of talc in babies, as they tend to make the baby's skin dry. Ideally baby's skin is to fragile and sensitive that it has to be kept well moisturised.

Yes, Himalaya baby powder would be fine, but just remember to dab it on the skin using an applicator. They claim to provide safe baby products, but I am in no authority to guarantee the safety of it. Like I said before, I personally do not recommend the usage of powder for babies until the age of 2. Babies generally do not need powders unless for any nappy rashes. In that case, there are several diaper rash creams available.
As far as soap is concerned, you can buy TEDIBAR from Curatio. this has skin friendly pH and also tear free properties.
