Thank you for reverting back.
I have gone through your attached image and here is my view..
As per your image it is brusing caused due to damage to blood capillaries while withdrawal of blood sample. It occurs sometimes.
It will go on its own in around 8 to 10 days.
Still if you are concerned then you can apply heparin ointment to the site ,and can do ice pack to reduce brusing and pain .
