White And Light Brown Blisters On Penis, Could Be Rash. Concerned

Question: Hi, I need to speak to a urologist as recently I have noticed strange markings appear on my penis.

The markings appear to be whitish to light brown blisters or could be a rash but it concerns me.

Thanks. Do I need to see a urologist or would a normal dr suffice? Is there a risk? I do hope it is not an STD as I am very hygienic and always use protection, whether long or short term partners
