I have gone through the details and do understand your.
I am sorry but I am not able to find the attached image.So requesting you to reattach the same.
Red bumps are usually due to some allergy. I would like to know if there is similar past history.
Drooling of saliva and its collection at angle of mouth can cause some dryness,crust formation or cracking.
Here I would suggest you to give some antiallergic like cetirizine syrup( 2 mg/5ml) and local application of calamine lotion for red bumps.
Apply zytee lotion once a day at the corner of mouth and any zinc oxide cream like Rash free at bedtime.
You can put pacifier in his mouth for few days to prevent biting/sucking of lower lip.
Give multivitamin supplement like A to Z syrup as dryness and cracking of skin can be due to deficiency of some vitamins.
Be careful that pacifier use should not be made as a habit.

I have checked the attached image and it looks like irritant dermatitis likely due to drooling of saliva.
Apply some steroid cream like Lycor 1% hydrocortisone cream once a day in morning for two to three days. Apply zinc oxide cream like rash free once a day at bed time for 3 days. You can apply any moisturizer also as a substitute of zinc oxide cream.
Continue cetirizine orally for 3-4 days and calamine lotion for red bumps over the body.
