The numbness and pain you are experiencing does not seem to be central nervous system issue like stroke. The symptoms seem to be peripheral issue.
Peripheral neuropathy which affects the nerves, usually seen in diabetic patients can cause similar symptoms.
Also, cervical spondylosis (which is age related wear and tear of cervical/neck spine can compress the nerves and cause similar symptoms.
Thorough neurological examination, blood sugar assessment , nerve conduction studies and X-ray neck are required at this point.
