Based on the history you have shared, it can be due to variety of causes with top most being inflammatory conditions like psoriasis or eczema but infective causes like blepharitis or staph or fungal may be ruled out. A dermatologist or an opthalmologist review must be sought.

A baseline thyroid functions, uric acid land sugar levels and complete blood counts for any signs of raised white cells whether eosinophilic indicating allergic causes or lymphocytes or neutro for bacterial causes should be done.

Topical mild steroids like betamethasone may be needed alongwith oral anti histamines like cetrizine. Emolients like petroleum jelly or Vaseline alongwith liquid paraffin may be needed. Using supplements for vitamin E and C may be needed for better skin recovery.
