
Why Even After Applying Zalim Lotion And Many Other Self Treatments Did Not Resolve Itching On Skin?

I have two questions.
1st question:
I am 26 years of old. 12 years back when I went to tour along with my family and relatives, we all used same soap. Then, after few days everyone got small bumps and heavy itching on skin all over the body including on skin of penis and on skin of testicles ( scrotum skin ). Applying "Zalim Lotion" and many other self treatments did not resolve the condition.
After visiting hospital, doctor suggested to apply "Lindane Lotion". This resolved bumps and itching to everyone in family. Since then everyone in family are using separate towel , clothes and soap.
Might be because of using same clothes that we used during infection , now and then we had itching and small bumps mostly on skin of penis and on skin of testicles. This time some other doctor advised to apply CLOCIP or CLOCIP-B I guess. It also worked. But I didn't use either the lotion or ointment till it cured completely. I used to stop applying once it cleared maximum infection.
Might be because of leaving traces on skin of testicles ( scrotum skin ), it is triggering now and then. I stopped applying lotion and ointment though there are small trace of infection (small bumps) on skin of testicles. I have uploaded supported images. I ignored those bumps for years. Those small bumps are still there on my scrotum skin from long back ( now, those bumps are not painful, itchy). But now as I am about to get married I am afraid . Now I feel itching again ( itching is not exactly on those bumps, but itching all over scrotum skin ).
Could you please check and suggest if I can use "Lindane Lotion" or CLOCIP/CLOCIP-B or any other best ointment for treatment ? How many days it takes to completely disappear those bumps and itchiness ?
2nd question:
Now-a-days after masturbating, I am cleaning penis properly. But in the past, I didn't clean properly after masturbating. Might be because of this, I notice a small thin white colored layer formed on head of penis ( from internet source I guess it is smegma ) . (not completely formed all over the head of penis). It is not causing itching, not troubling in any way. But I would like to know what it is and how to get rid of it ? And is there any lotion/gel/ointment that cleanse this ? . Your advice greatly helps me. Please suggest Sir.

I have reviewed your query and here is my advice.

Anyways you seem to have had scabies which was initially treated by lindane. If the bumps are still having active scabies infection then Lindane is needed. If skin is having fungal infection then Clocip/Clocip-B is needed. But if skin is just having some allergic rash then Hydrocortisone 1% cream can be applied. So you needed to confirm with a dermatologist possibly with a biopsy of the bumps to find exact diagnosis. Bumps will disappear once a diagnosis is achieved, as it helps with starting exact treatment.
Smegma is normal and can be washed with water and soap. Avoid using harsh soaps. Milder soaps are better like hand made soaps or Cetaphil. After cleaning you can apply some vaseline or thick cream on it and it will be fine.

Thanks for reverting back. I have seen the image and it seems scabies, maybe nodular scabies. Consultation with skin doctor will confirm diagnosis. For scabies I prescribe the following:
Rx tab azithromycin 250 mg once a day for 3 days
Tab Levocetrizine 5mg once or twice a day for itching
Permithrine oint 5% 30gm to be applied all over whole body, including scalp, behind ears, scrotum, palms of the hands and soles of the feet, paying particular attention to skin creases and interdigital web spaces. Donot apply on face. Leave on for at least 8 hours (e.g. overnight) then rinse thoroughly with water. Repeat it after one week.
Review after one week.
Wash all the clothes.
