Question: If I roll my eyes downward and blinked my eyes while going through the speed bump at the same time, will the optic nerves inside both of the backside of my eyes rip open and spill out blood?

Hi,
Eye is well protected organ located within bone cavity (orbite) and surrounded with four muscles, fibrous tissue and several layers including vitrous body. All these things amortize any sudden impacts on eye including punches or decceleration injuries. Optic nerve is thick and attaches to the back of eye and it also travels through small hole in skull so it is well protected as well. The incident that you describe could not cause any damage to eye or optic nerve. Only injuries with sharp items or significant blow trauma could lead to some kind of intraocular bleeding or nerve damage. Wish you good health.

It does bleed

Detailed Answer:
Optic nerve doesn't bleed since it is not blood vessel. Only surrounding tissue may blood such as muscles ot blood vessels. Nerve can be torn out or damaged after some serious traumas.

Yesterday, when I was riding the indoor roller coaster ride, both my hat and wallet were stored inside a placeholder inside the vehicle I was riding on. Just as we were going through the upside down loop, I tried to grab the placeholder with my stuff inside, but couldn’t reach it and my head fell back to the foamy cushion side of the over-the-shoulder restraints on the left backside of my head. If that happened once, would something bad would happen to my head?

First. Eyes may bleed if surrounding muscles are torn or damaged. It happens only in huge traumas and it is rarely seen. Eyes can't pop out just like that, because it is connected and protected inside skull from all sides. Second, your incident at roller coaster is not something to be worried about.
