Question: When I was twelve, after being in a public swimming pool I had a very sharp extreme pain in my penis just below the glans, when I woke up the next morning the pain was gone but there was an oval dark area of pigmentation in that area. over the years this dark patch has expanded and now encircles the shaft of the penis where normally a circumcision scar would be. I tend to doubt it is just a scar since it appeared suddenly when I was 12. Occasionally I get sharp pain there but usually there is no pain or symptoms, but blood flow is restricted below this band of discoloration during an erection--it takes a while for blood to move to the tip, like this band is constricting blood flow.

there should be three images uploaded. The discolored patch/band is uneven in pigment, the central portion is darkest. the skin is slightly indented in the patch, like a scar, but as I said blood flow is somewhat constricted below that point. I dont get any real bend though, just temporary constriction. This whole area has spread out/expanded over the years, but it's less distinct--when I first noticed it years ago, it was a distinct oval just on the top. The tissue is all soft, there is no real hard area or plaque. My body does produce a lot of scar tissue so I suppose it is possible it is an evolving scar, but that does not explain the initial pain and i'm not sure a scar would constrict the flow of blood (?) Thanks for your help!
Also, ive noticed there are very narrow bands of darker pigment encircling the shaft--im not sure if these are related

Doesn't look to be of any major concern except that the band you are referring to is the tip of prepuce which when retracted sits on the same site and this skin can be a little darker than the rest of the skin in this region. The contriction/ obstruction to blood flow that you feel is perhaps because this part of prepuce feels a bit tighter when you slide it over glans. The occasional painful sensation too could be related to the tighteness of this part of skin. May be you can consider circumcision if it is bothering you. Otherwise your penis looks absolutely ok to me.

The skin there as you say is soft and is not hard so I don't think that it could possibly be constricting or restricting blood flow. During an erection the area just above the glans may appear like a constricted band or ring. It happens during a partial erection and is not abnormal as the blood may fill up the glans first and the apparent constriction band is nothing but flaccid area of penile shaft just above the glans. In a fully erect penis this ring/ band usually disappears. The occasional yet short lasting pain doesn't seem to be related. I suggest you to consult a urologist for that.
