its iches but when i apply any form of action cream to it . it cools down even know some part of it till itches

I would like to keep a few possibilities and would like you to investigate for them e.g KOH scrapping to rule out fungal infection, VDRL or RPR to rule out possibility of Syphilis and a Complete Blood Count (CBC). If these possibilities are ruled out then we can think of either eczematous dermatitis or a drug induced eruption or a viral exanthema. I suggest you to visit a doctor in your vicinity in order to evaluate for these possibilities. In the mean time you can put a moisturizer regularly and take an oral antihistamine e.g cetirizine 10mg tablet.
