It could be Dysentery or due to some lesion inside the bowel

Detailed Answer:
HI

If blood is associated with loose stool can be due to Dysentery.It is due to Bacterial or Amoebic infections.It occurs due to consumption of contaminated food or water.Here,blood loss leads to fall in Blood pressure,raised pulse rate.Patient needs admission and fluids should be given Intravenously.Antibiotics also should be given intravenously.
If there is no loose stool,then lesions like Haemorrhoids, Polyps inside Colon,etc should be excluded. Colonoscopy will give an idea in these conditions.

As your Blood pressure is very low, please get admitted in hospital. See an emergency doctor.
Haemoglobin level should be Checked.If it is low, Blood transfusion may be needed.
