Please note, the Olecranon Bursa is just a small bursa which is actually located at the tip of our Elbow joint pointing outwards (not inside)...Swelling of the Olecranon bursa (if at all) therefore mostly point towards outside the tip of the elbow...
All these four attached photographs are taken showing the inward groove of the front of the elbow joint, where no apparent swelling is visible...
If you notice any visible swelling at the tip of your elbow joint then kindly take some photos (under a bright light preferably) and upload them here so that I can assist you further...
Regarding the habit of leaning your elbow on the hard surface, just try to take a break after every few minutes and move your arm freely (just do some stretching, free hand exercises)...
If possible, carry some soft-gel elbow cushions (they're quite handy, particularly designed for this purpose and widely available all over the e-commerce websites)...You can carry them easily anywhere also...

Just follow the advice and observe how you stay after this:
-Firstly, STOP leaning on your elbow since it has turned red already...
-Secondly, keep the elbow joint rested, no strenuous activities on that hand for the time being...
-Next, just apply some Ice-compression three to four times daily over the area for the next few days...
-Since very little pain, I won't suggest any painkillers as of now...However, if the pain/swelling increases then you may please take the analgesic like Acetaminophen/Diclofenac twice daily after some food and observe how you stay...
It should get better with all these in a couple of days...However, if still no improvement or any further increase of the swelling, then it'll be better to get an X-ray of the ankle joint (AP and Lateral view) along with an Orthopedic review to decide the further course of management...
Mild swelling can be reduced by medications and these few daily posture modifications only, surgery is very rarely required (not to worry)...
