Question: hello. i woke up and felt a couple bumps on the lower shaft of my penis. it doesnt really hurt unless i mess with them. they kind of look like ingrown hairs to me but i am just not sure. i am worried it is herpes.

I have gone through your query and reviewed the attached photographs.
These bumps are looking like folliculitis which is inflammation of the hair follicles.
These are not herpetic lesions.
I would recommend you to apply topical antibiotic like fusidic acid cream or neosporin ointment on the affected areas twice daily for 5-7 days.
This should resolve them.
