my niece got her menses on 27 sep and ended on 27 sep .on 2 oct she did an hormonal test on her own and the result were as follows. E2 -11 39.73 pg/ml and progesterone
1.71 ng ml. She wants to know if she is estrogene dominance and if the hormonal test is good. She does not get her menses monthly. and is 28 yrs old.

First of all, please note a few basic things--
To diagnose any woman as estrogen dominance, there must be either of the following:

High Estrogen and Low Progesterone
High Estrogen and Normal progesterone
Normal Estrogen and Low progesterone

In your case, as per this lab reports, there's Normal range Estradiol and borderline higher range progesterone (none of which falls under the criteria of Estrogen dominance)...

Your age is only 28yrs, so the question of being post-menopausal is very very unlikely in the first place. Moreover, estrogen dominance itself is very rare at this age group, so this requires special attention.

Yes, the postmenopausal woman can certainly have estrogen dominance, but not at this age. In fact, as mentioned in your query earlier, your cycle started and ended on the same day (27th Sep) warrants for a thorough set of investigations along with the proper Gynecological examination. When the cycle itself is lasting for such a short span, it's not possible to level it as premenstrual and post-menstrual at all.

So, I'd recommend thorough investigations in form of blood tests for certain hormone levels (Complete Hemogram, fT3, fT4, Thyroid stimulating hormone, FBS, PPBS, Cortisol, Prolactin, Follicle Stimulating Hormone, 17-hydroxyprogesterone, Testosterone, DHEA, 24-hour urine collection for free cortisol, along with USG abdomen with special focus on pelvis and urogenital region, and if sexually active then a Pregnancy test.

You've mentioned regarding seeing a doctor, did you mean Gynecologist? You must see a Gynecologist without any further delay, as there is a need to run extensive sets of investigations along with serial clinical check-ups to evaluate and diagnose the exact cause. Management can be done based on the findings.

Hyperpigmentation may or may not be related to this, but the gravity of the situation is somewhere else, so please go ahead with the Gynecological check-up followed by thoroughly investigated at first.
