Based on the photograph and facts that you have posted you seem to have what is called as Sebaceous Cyst over a scrotum .It is not transmitted through sexual acts.
The scrotal skin is rich in sebaceous glands and hence prone to get more sebaceous cyst due to accumulation of sebum beneath the skin when the opening of the duct carrying sebum over the surface of the skin gets blocked .Normally they fade away without treatment however they need to be treated if increase in size or get infected.
