Brief Answer:
Moisturizer are needed...

Detailed Answer:
Hi,

It seems like she has a severe skin dryness. Does she do the house hold chores like cleaning vessel and washing by herself? If yes, excessive time spent at washing and the harsh chemicals may have aggravated the dryness and led to cracking.

In this situation, I only recommend use of good moisturizers. A petrolleum based moisturizer cream like vaseline (OR) cetaphil moisturizer should be applied regularly especially after every washing. It's also important not to peel or injury the region - it might induce secondary infection.
Drink lots of water.

If the symptoms doesn't resolve or worsens despite above mentioned treatment, you should visit a dermatologist for evaluation.

Hope this helps. Let me know if you need clarifications.

Regards
