Based on the facts that you have posted you seem to have a Transition Epithelial Carcinoma of Bladder and have undergone TURBT.

A surgery of Radical Cystectomy (Removing Bladder) is indicated when bladder tumor has advanced and infiltrated beyond bladder muscle and into surround structures or there is recurrence after repeated TURBT.

As regards your query about the number of patients who refused surgery of Radical Cystectomy .,There is no statistical data available world wide or no clinical trial has been carried out to find umber of patients who have refused surgery .
