Brief Answer:
You have partial Phimosis

Detailed Answer:
Hello
Thanks for query .

Based on the photograph and facts that you have posted you seem to have partial Phimosis .

If you are unable to pull back your foreskin completely over glans penis and if the retraction of foreskin is painful after erection the ideal treatment is to get circumcised .

You can gently move your foreskin back and forth over glans penis repeatedly after lubricating it with Xyloacaine Jelly every day for 10 minutes,

This will increase elasticity of foreskin and will help to to lengthen it to cover glans penis completely .

Hope I have answered your query ,please feel free to ask if you have more questions,I shall be happy to help you
Thanks and Regards.
