I understand your concern your concern and would explain that high blood pressure is not a criteria to be rejected DVLA.
But the consequences of uncontrolled high blood pressure for a long time on the heart or eyes and brain, may lead to chronic damage to these organs, which may lead to some limitations in your driving licence.
A single spike in blood pressure values does not make any concern as it may be related to straining physical activity or psychological stress.
But, if your blood pressure are persistently high, I would recommend discussing with your attending physician on starting antihypertensive therapy ( a calcium channel blocker or ARB drug, etc.).
