why js my vein cramping and moving over my middle finger bone? it will slide from the right side to the left then quickly switch back. is it a blood clot?

It is hard to see anything from the picture, but from your description of it, this sounds more likely to be a tendon, which sometimes can catch on the bone and get irritated, which causes it to swell and makes it easier to continue catching and rubbing on the bone.
A blood clot would be unusual in this location, and would not cause the cramping and twitching that you describe. It also may cause swelling in the finger or hand, which I don't see from the picture.
I would recommend just trying to rest the hand as much as you can for the next few days, and applying ice a few times a day, and I would expect that it would resolve within those few days.
