If a sexually transmitted disease (STD) can be safely excluded (if you're using condoms) then other causes like poor hygiene or too many irritants (soap or other chemicals) may be considered. Using warm (not hot!) water is recommended for daily cleaning of the area. Using soap is discouraged.
