We can not exclude based only on CEA.

CEA is not a confirmatory test. We can not exclude colon cancer based only on CEA values. In early cancer CEA tend to be normal.
You can go for a colonoscopy to look for a any suspicious growth or nodules, If something abnormal is seen a biopsy is required to confirm the diagnosis.
