Brief Answer:
Give paracetamol for temporary relief

Detailed Answer:
Hi dear,
Welcome to Ask A Doctor service
I have gone through your query and understand your concern

For instant relief of pain/discomfort, you can give him Paracetamol suspension(250mg/5ml) 3ml now.
But, for a clear assessment, I need few more details:

1. Kindly upload a good quality picture of the swelling
2. Is there any fever/discharge from penis/ pain while urinating?
3. Is it too painful to touch?
4.Any skin discolouration?

Kindly get back with details, so that I can guide you better
