Detailed Answer:
Hello dear, welcome to Ask a doctor's service.
I read your query and here is my advice.
I see the photo you attached and you are having a very small lump on side of penis.
I think it can just folliculitis or inflammation of the hair root. It does seem like warts at all. Also it is only one so it doesn't matches much to warts appearance.
I think it can go away by itself.
Shaving can make them worse so let the hair grow.
Hope I have answered the question.

is there anything that may help it heal as it has been present for four weeks?
Brief Answer:
It can also be molluscum contagiosum.
Detailed Answer:
Hello dear and thank you for asking again.
It can't be folliculitis if it is lasting for four weeks.
I think that this pearly papule can be molluscum contagiosum.
You may need to talk to your healthcare provider for treatment options such cryotherapy, laser or podophyllin.

I appreciate your help. I have had mullucsom in the past and this does not share any resemblence. I know the picture is not super clear. My main concern was a wart but it does not seem to fit the description. I will continue to monitor it, it appears to be looking less inflammed. Thank you.
