Question: there is a blueish purple area of on my penis what do i do, i have not had sex for a year and the it has been there for a few month my penis is overall dry

It looks like a Blood vessel ,a Vein on the Glans penis.
It is normal in few persons.
Nothing to worry about it.

Blue is a Vein

Detailed Answer:
Hi
The normal Colour of the Vein is blue and Artery is red.
Both Artery and Vein are seen.
You should clean the Glans and smegma daily during bath so that the area is clean.
If it looks dry,then you can apply Lignocaine 2%jelly.
