Hello and welcome,
Tingling sensation across shoulders, top of arms and fingers are highly suggestive of a pinched nerve in the necks called cervical radiculopathy.

It may present with the tingling sensation (paresthesia), weakness or pain in the specific distribution. The distribution depends on the specific nerve, place, and level of damage. The most common causes are degenerative joint diseases, repetitive movement, poor posture, trauma and referred pain from other visceral organs (e.g. angina). Initial diagnosis includes a detailed neuromuscular examination. Your doctor may also order MRI which is the best imaging method soft tissues (muscles, spinal cord etc) or CT. Treatment depends on underlying cause.
Please note, if you have the tingling sensation on the left arm and you have high blood pressure, chronic heart diseases, diabetes or high blood cholesterol level, it may be the underlying cardiac problem and you may need urgent medical evaluation. Also, acute tingling sensation in the face, slurred speech may also need urgent medical evaluation.
