What Could Be This Discolored Spot Appeared Middle Of My Chest ?

Question: Hey, recently i have noticed that a discolored spot appeared in the middle of my chest above the sternum slightly to the left, i know a person who has 3 of those and im not sure what they are or how to treat it, or prevent it from developing further. I would be thankful if you clear it up for me
