Seems like pimples.

The lesions seems like pimples on the penis. Pimples can develop on the penis, although they are more common elsewhere on the body.
They are generally harmless and will settle by itself.
Generally no definite treatment is required. Avoid tight fitting inner wears. Moisturising creams can also be useful.
If symptoms persist better to consult a dermatologist and get evaluated.
