ENT Specialist 's  Response
Hi,looking at your daugter's symptom, there are three possibilities:

1.)Fish bone impaction in the upper part of throat with surrounding swelling-this may lead to swelling in the throat and difficulty in respiration.
2.)Swelling in the throat due to injury by fish bone-it mat also lead to the above symptoms.
3.)Allergic reaction to the fish-it may also lead to the above symptoms.

Your daughter may take Analgesic(like Ibuprofen),Decongestant(containing Phenylephrine) and an Antihistaminic(like Cetrizine) before going to ER.

Doctor in the ER will have to do throat examination ,upper oesophageal and laryngeal examination by endoscopy.

Hope this answers your question.Take care.
