Black/dark Spots On Penis, Red And Irritated, Have Chronic Masturbation Habit. Is It Herpes ?

Hi Doctor

I am having 2-3 black/dark spots on my penis (mainly at the bottom part), red irritation is only at the area surrounding these spots and i have a discomfort feeling when my underwear fabric rubs against it. i did not have sex for the past 30 days or more, but i have a chronic masturbation habit, could these spots be caused by masturbation?! i don't show other signs such as fatigue or fever, etc... please help me and confirm that its not herpes! Many Thanks
