Hi. Yes, nasal drip on inssipation can cause mucus plug in the throat. I would suggest you to consult an ENT Surgeon to get an ENT Endoscopy, X-ray of the chest, CT scan of the sinuses to get a proper diagnosis. You may be suffering from a chest infection down or sinusitis . Get a proper treatment till you get cured. It takes long enough time in such cases.
You have to avoid all foods , beverages and allergens which cause such a problem in your case.
