Herpes can be only be acquired by sexual contact (vaginal , anal or oral) with an infected partner. Herpes usually presents as a cluster of fluid filled bumps which rupture soon to leave behind painful erosions. It is an STD. No way masturbation is going to get you herpes. The lesions that you see on penile head are most likely to be fordyce spots, which are yellowish bumps and are a normal physiological variation. However, I must suggest you to visit a dermatologist for a confirmatory diagnosis to know the exact nature of the condition that is bothering you.
