Can Headaches Be Related To Bleeding Vertebrae?

Four years ago my husband had a bleed in a vertebra in his neck. He recovered with no ill effects, however, recently he started getting headaches. The headaches are located located in the back of his head near his ears. His neck has also become quite stiff and uncomfortable. Do you think this could be related to the bleed?
