Can Level 2 Food Be Given To 5 Month Old Infant?

My son is 5 months old and sits up very well in the high-chair but can only sit up unsupported out of the high chair for a maybe 30 seconds to a minute before he starts to lean forward. Can I start introducing level 2 foods? The level ones seem to not fill him up and he ends up eating two at a time and drinking a bottle afterwards.
