Can Precum Cause Pregnancy?
My boyfriend put the condom on the wrong way and the tip of his penis had precum, he then flipped the condom the right way and he inserted his penis with the condom on into my vagina and I think the precum was on the outside of the condom can I get pregnant?

It is difficult to confirm or rule out pregnancy. I suggest you to take an urine pregnancy test (UPT) which usually becomes positive 10-14 days after conception.
