Hey, my girlfriend and I were involved in genital rubbing and I had precum on the tip of my penis. My girlfriend may have been ovulating, because it was 12 days after her last period. I am concerned about the chances of pregnancy occurring this way from genital contact (without penetration) thanks!

YES, precum can cause pregnancy during ovulation time as it contains small amount sperm.
If you did sex within last 72 hrs, then I suggest her to take emergency pill to avoid unwanted pregnancy. Otherwise, she has to wait for next coming period and undergoes one home pregnancy test (if missed) to confirm pregnancy.
