Can Small Penis/testicle Size Affect Fertility?

i m deepak 20 years old from , my pennis size is so small as is just measures oly in the size of little finger , when it is raised its length is 15 cms , and my testicles size are so small and oly half the size of the normal one, so does ths affect fertility ,please give me a suggestion , and i have the habit of masturbation(not daily ,does at times) ,i feel shy to go to clinics , so oly i choose to consult u thro mail first , please give me a reply
