Today I went for a run in the cold. I only had on silk wick away fabric on as my shorts. Well after I was done I had a burning feeling coming from the head of my penis. I checked it out and it looks like a friction type burn/blister. It is very sensitive to the touch

You check out whether the blister is single or multiple. If it is a single one then more chances of Friction blister and if are mutiple in number then more chances of Herpes genitalis.
You observe the ulcer for next few days if not healing then can show it to a dermatologist for best guidance.
You can apply an antibiotic cream containing mupirocin for a time being period. DO not try to pinch or pop the area other wise can get infected.
