I felt like I was getting an urinary tract infection last Wednesday. I started antibiotics Wednesday night, but by Friday had developed a fever. The fever, chills, body aches and flank pain lasted all weekend. I also had a very sore neck. I finished the last of the antibiotics yesterday and am feeling better, but today developed petechiae on the tops of my feet and lower legs. Could this be bacterial meningitis caused by the UTI?

This is quite common to see such kind of spots post pyrexia ( after the fever).
I suggest you to meet your treating doctor and get your bleeding time, clotting time and platelet count done at the earliest.
It is commonly seen that due to antibiotic therapy there is bit change in the platelet count and can cause such kind of spots so do not worry so much.
Rehydrate yourself at best with plenty of liquids to flush your body form all the toxins and medications.
