If I were your treating doctor for this
dry cough , I would come up with following possibilities , these includes.
1 Asthmatic allergic
bronchitis , diagnosis can be confirmed by clinical as well physical examination by a physician . In such type of symptoms usually there develops ,
wheezing sound , dry cough ,
bronchoconstriction , running nose , breathlessness .
All these symptoms , you are having , so you may have asthmatic allergic bronchitis.

Tuberculosis , in the beginning there may be such type of symptoms , if allergy is associated with tuberculosis .
Diagnosis can be confirmed by chest X ray , Blood for E SR .
In my opinion first of all consult a physician and get his opinion ( 2nd) as in your case cefotaxim ( omnicef ) is ineffective , so consult at once.
