Could Absent Fetal Heart Beat Be A Sign Of Miscarriage?

My daughter is 8 weeks preg, she was spotting red blood then it went to brown blood on the 8th of this month, the heart rate was 108 beats per min, she was spotting then so they did a internal ultra sound. Yesturday she had a doctor appointment they did a spectrum because she was spotting again and the doctor said she saw some brown blood there still and some red between the uterus and placenta if she bleeds heavy to call her right up. My daughter was spotting more with red blood but only when she wiped, went to hospital they did ultra sound said they cant find heart beat they didn t have her hold breath to find it this time, and baby hasn t grown since the 8th of this month. does this mean she is miscarrying? she has since stopped spotting, she never had cramps either. Or is it just the baby is hiding and she could possibly still be preg because her body isn t pushing or making her body clean it out?
