Could Very Dry Skin Be Due To Neurodermitis?

I always had very dry skin with tendancies to neurodermitis. I now get little bumps/bubbles on my legs. They start off with normal skin colour but go darker and harder (scab-like) with the time. More and more of those start appearing. I have been to my GP but she just said its ...(can't remember the word) and there is nothing the NHS could do for me. They only way to get rid off them would be to laser them what the NHS isn't funding.
Can you tell me what they are so I can start some more research - or even how to treat them?
