Could White Lumps In Penis Be Related To Cysts?

I have two white lumps on my penis that have been there for months. They are hard, one is very small and hardly noticeable; the other is a little larger and noticeable. They have not gotten larger and no more similar to those have show up. Now they is a larger lump that feels more like a boil right at the base of my penis. I have suffered from boils/cyst for the past few years. Are these bumps on my penis related to this?
