Dark And Itchy Skin Around Testicle. Is This Serious ?

Hi, recently the area right around the inner thigh, that is around testicle had become dark and very much itchy and whitish something over that area.now i have small bumps over that area . Is this serious ? Can you please tell me which oinment can be used and how it can be cured fast ?

take tab xyzal at night.
