Dark Red, Big, Round Spot On Upper Arm On The Next Day Of Breast Surgery. No Pain. Skin Cancer?

My sister had surgery on her breast (not cancer) three months ago. On the very next day of her surgery she noticed a dark red bigger round spot on the back of her right upper arm. Until now it is the same in size, shape and colour. It is painless and not causing anything irritation to her. Can it be a skin cancer? Can the skin cancer develop overnight like this?

As per your query,your sister has undergone breast surgery for benign disease.
Skin cancer will not develop overnight.
Most of the times,it starts in a pre existing mole.The mole gradually increases in size , ulcerates and fungates in cancer.
Nothing to worry.
IT is not cancer.
Consult your surgeon and get it diagnosed correctly.
